The Warrior sat alone in his library in the TARDIS, pouring over the Black Scrolls of Rassilon. They were only partially translated; the original text was in an arcane script that only beared a slight resemblance to any form written Gallifreyan that he was familiar with.
The first part of the record dealt with the war with the Great Vampires. He mostly skimmed over this; he already knew a lot about that war.

The next section was far more interesting. It spoke of how after years of searching without success for the King Vampire, Rassilon grew paranoid. He ordered the construction of one hundred thousand Bowships to comb the universe. After that, he and his engineers designed the Black Hole Carrier. Still without success, he became angrier and more xenophobic.

Believing that all other time travelers were a potential threat, Rassilon launched an attack on all other civilizations known to possess time travel, and thus started the First Great Time War. Their main enemy was the King of Time, a quasi-immortal being who had mastered time travel and in one possible timeline would single handedly rule all of time and space.

The scrolls documented Rassilon's brutal tactics and increasing madness, and the creation of the terrible weapons in the Omega Arsenal. The immense power he wielded had corrupted the once wise and benevolent ruler.
The record of the end of the First Great Time War was not translated.

The warrior was furious. The history books at the academy had lied to him! They told that Rassilon was a nigh-perfect leader who created everything good about the Time Lords and was immune to corruption. Although he started out good, he was just as flawed as anyone else. Absolute power had corrupted him absolutely. Rassilon did not put a stop to the gladiatorial games with kidnapped aliens in the death zone, he started them! The old legend that he was in fact a tyrant who was locked up in his tomb must have been true!
This was why the Black Scrolls were forbidden knowledge. Long ago, after he was first imprisoned, the Time Lords had decided that it would for some reason be better for their society if children were only taught a whitewashed version of history, with blind faith and admiration an unspotted founder who was the greatest person ever.

Now, thanks to being taught idealized lies in history, the people of Gallifrey had brought him back because they believed he was a perfect leader who could do anything. They thought he was practically a god. They were scared, and in their fear they turned to a leader they did not truly understand.

The Warrior saw that Rassilon was encouraging the corruption and brutality of his people, and leading them into hell. How long would it be before he launched another purge against the other time-traveling races?
The fact that the other members of the Temporal Alliance had gone silent was already suspicious.

The Warrior had to stop Rassilon and save his people from themselves before it was too late. But how?

He decided to bide his time, and not reveal that he knew anything. He would spy on Rassilon, and find the best way to take him down from within.

This truly was a time to keep his friends close, but his enemies closer.
