All cities seem to be so similar to normal civilization, with laws of acceptances & laws for rights of yourself or education.
My city however, that I've grown up, isn't like that at all. We have strict leaders separated into the NESW HQ, one in the North, one in East, one in South, and another in the West.
This has been going on for over maybe 10 plus decades, during the early devolves they have had us their civials be born with a tattoo of barcode.
It contained numbers and letters that correspond to nothing, well that is not all true.
The NESW can scan it and tell who you are and see if your lying or not about your identity.
