Darui looked up and glanced at all the members of the council and then turned towards A and said "Raikage-sama, we didn't expect our opponents to be at the level of Jonin or higher. We managed to kill some of them but they would destroy their own bodies when he was about to die. They didn't let a single piece of evidence fall into our hands. We investigated further and didn't find anyone who know who these people are. Not even the hidden leaf shinobis or sand shinobis. As for the valley of bandits, we surveyed the area but no clues or even bodies were found. The entire valley had burn marks on it to hide any sign of battle."
"Tsk Pathetic reasons." A grumbled. He then looked at a yellow-haired woman standing beside his secretary and asked "What about the animal that attacked the border during the Daimyo's meet?"
Samui looked down and said "We haven't been able to find a single trace of that animal Raikage-sama. It was as if the animal had disappeared. There were no deaths of animals or people in the surrounding area which could tell us that he was feeding on them."
The old man who had calmed A looked at Samui and asked "Why would the animal attack us? There were plenty of civilian villages near the border. Why aren't they attacked? Aren't they easy targets?"
Samui instead of answering looked at a middle-aged man in round glasses. The man understood that she was going to point him so he himself stood up and said "My name is Koji and I was tasked with examining the corpses of our people who died that day. As for the elder's questions, I have two theories...one is that the animal is a summoning animal but the chances of this being true are low. My other theory is that this animal only attacks those who actively use chakra like shinobis."
A looked at Koji and asked "Are you saying that he feeds on our chakra?"
Koji shook his head and said "No Raikage-sama, none of the people had any signs of chakra deprivation or any indication that chakra had been sucked out of them. The animal pierced everyone he killed with his tail and many times he did that after he had killed the person which brings me to the conclusion that he searches for something inside the person's body which his tail."
A looked at the old man and the other old foggies sitting around him and asked "What conclusion do you draw from this?"
An old woman sitting beside the old man said "A, I think the animal is searching for a different kind of chakra within the shinobi's bodies." As everyone heard that their eyes quickly turned to killer bee who was lost in his own world.
A looked at the old woman and asked "Elder are you saying that it is searching for the tailed beast chakra?"
The old woman nodded and said "There is a high chance that its goal is the tailed beast chakra. The only other thing I can think of is the bloodline limit. What else can the human body have that she didn't find in those people?"
A nodded at the old woman's words and said "Alright for now we cannot afford to show any weakness to the other villages so reduce the number of missions to 50% and start building up strength. And now that we are in such a position, I would like to speed up the preparation of the chakra canon manufacturing." Everyone looked at each other and nodded at A's decision.

On an isolated road in the middle of the forest, a 10-12 year looking boy was walking. He wore simple civilian attire and had a wore a simple backpack. The kid had a sharp handsome face and blue eyes. This kid was none other than Yami. He had taken off anything that would indicate that he is a shinobi. The only he had on him now was the hidden blade that he had gotten made. It as good enough to be hidden underneath his sleeve. Civilians usually wear short sleeves and the bulky ones wear sleeveless so it wasn't suspicious or anything.
Currently, Yami had a map in his hand which was the shinobi world's entire map.
'Did Lady Tsunade make a fool of me or something? According to the map, the hidden mist and hidden stone are on opposite sides of the map. Then how can the Tsuchikage send his men and supplies?' Yami thought. Yami always thought that the shinobi world map hadn't covered the entire globe and was just a part of it like a big continent. But if that is the case then there is no way hidden stone can send people and supplies to the hidden mist without alarming the entire shinobi world.
'This must be it. The hidden stone and hidden mist would be next to each other on this planet, with a few small islands and the sea separating them.' Yami concluded. Lucky for him, this world didn't have any flat-earthers.
Right now Yami had just entered the land of forests. He had to cross the entire thing which would take one whole day and night's rest to reach the end of it from where he can hop on merchant ships.
There were direct merchant ships from the land of fire as well but they would have to go through the land of whirlpools or the land of waves as it is now named. The only issue was this was a route everyone takes including shinobis which makes it heavily guarded by the 4th Mizukage's faction Yami decided to not get into a conflict until he has a good understanding of the situation.
The route that he was taking now was used by only small merchants or those who wish to see the scenery. Yami then rolled the map and shoved it in his bag and then waved one of his hands in front of him making a bat fly out of his sleeve. He wrote a few things on a piece of paper, rolled it and tied it to the bat's legs, and said "Give it to Zabuza and don't disappear after the letter is delivered. Stay nearby them and make sure no one is on their tail."
The bat screeched in a low voice and flew into the thick forest.
