Snap is exactly what his nickname suggests- terrifyingly spontaneous, and not entirely sane. See, sometimes he's collected, eccentric, of course, but clever, quick, and crafty. Usually horny too. But sometimes something triggers him and- snap. He's a whole different person, on a whole new twisted mission.
To make it simple, his brain doesn't work the same way everyone else's does. Luckily, having an older sister who grew up to work in psychiatric health was great, until she too went insane and became renowned kickass Harley Quinn. As the two were close, Reagan took on a lot of Harley's (and by extension, the Joker's) doings and views. They've seen a lot more than the average young adult, and it shows.
