From what I've gathered in her notes she gave to me, this round is technically the "division finalists round," meaning the last 9 who continue onto the 4th round will go up against in 3 in 3 groups for the 2nd and 3rd place, followed by the winner overall.
Even I didn't know there would be 2nd and 3rd place for the best cover contest! She never even mentioned it to us all, so my best guess is that she wanted to surprise all of us in the best way possible!
