They say do the right thing even when no one is watching. They're right, but only because there is always someone watching.
Every 5 years a total of 20 people are chosen based on their deeds from when they were down on Earth. These unique people, Watchers, live up above and monitor the actions of humans. To this day none of the watchers have failed their job. They make sure people get punished and rewarded. They also make sure people die and are born according to schedule. As exciting as it seem it's rather unrewarding and often incredibly painful.
Ocean was an phenomenal student. She was dedicated and very hard working, to the point where school was her one and only focus. Ocean never did get to enjoy life to the fullest. She never had experienced love, and well she never had time to. Between doing social work and studying she never got to go out and make friends or go on dates. But nevertheless, she was a incredible person inside and out, that's why they choose her to be a Watcher after she died. Unfortunately her death came at a very young age. She was just twenty when her death was scheduled and after that they took her up above to start her training as a Watcher.
