I had once read that when the A-bomb was dropped on Hiroshima, that several victims of the blast had permanent shadows burned onto buildings and sidewalks due to thermal radiation.

Permanent shadows. 

It works the same as, say, sunblock. If you go to a hot place with plenty of sun, you can get a sunburn which "bleaches" the skin. If you wear sunblock, you can be protected. It works the same here. Take an object, a building, and the wall or portion of wall behind it is not affected. 

It can be compared to a photo frame that has been hanging on a wall for a long time. Remove it, and there remains a clean spot on it of the same shape and size, which is easily recognizable against the dirtier surroundings.

Today, ICBMs are roughly 10-20x more powerful than the bomb dropped on Hiroshima and Nagasaki.
