Let me ask you something. Is a secret still a secret if everybody knows about it but never says a word?
The Syndicate was supposed to be a secret. At least the members were. Everyone knew of the Syndicate but turned their heads whenever anyone was in trouble with them. They learned quick enough that you don't mess with the Members. They infiltrated the way of life little by little. The Members are known to everyone. The measly group that claim they are our government pretend that they still hold power, sending messages to the people not to let The Syndicate scare them into submission.
Bastards.
They already have.
My Mom's a member. Or she was. I'm not sure what she is now. She was one of the intelligence leaders. Until she scandalized the Metropolis by running off with a male prostitute and returning with two new children, father missing. We were born shortly after he died. His death was punishment for something our mom did, the Syndicate tracking him down and killing him. I never found out what she did, nor how he died.
