In the Cinos' Pokémon Chronicles stories that taken place during the original series, Cinos see these two as a threat when they attack Ash and his friends.
In Advance Generation, we all know that Team Rocket release Arbok & Weezing so that they'll save and protect many Ekans and Koffing from that poacher. At this point, they were never seen again.
In my story Cinos' Pokémon Chronicles: PokéCamp Island, it reveal Cinos secretly have Arbok and Weezing within the island to help to protect the many Ekans and Koffing. Although Cinos have forgave them & know that it wasn't their fault for being bad Pokémon since they obey Team Rocket, Ash and many of his friends especially Misty, Brock, & Pikachu didn't forgive them. Cinos would show everyone that these two have change but Ash and friends still won't accept them as friends, so Cinos is the only one who truly trust them and forgave them. The former Team Rocket duo become secondary character which Cinos show morality.
Even though these two poison-types are free, they miss being with their trainer but they know they are still evil. But the two have meant two mutants have face the same problem with the two which are Bebop and Rocksteady who are trying and practicing on being heroes but everyone like the includes the Turtles won't really get a chance. All of them used to be lackey for villain organization like Arbok and Weezing work for Team Rocket while Bebop and Rocksteady work for the Foot Clan and they always work together during mission/battle in which they're commanded by their superior.
Since that event of meeting each other, Bebop and Rocksteady decided to take Arbok and Weezing on their side and teach them how not to be villainous lacky. Bebop catch Weezing as his first Pokémon due that he release a disgusting gas which he hate a stinky garbage ball in Broken Foot and Rocksteady catch Arbok as he fought Karai when being controlled in The Deadly Venom. As they been together, a form a strong bond of friendship and partnership toward each other.
Azmuth who made a Charizardite Z to give Ash's Charizard a superior form which is stronger than X and Y, he decided to create more Mega Stone to Mega Evolved many Pokémons as his project. One of new Mega Stone he created was an Arboknite and Weezingnite for two personally.
