Russia isn't oblivious to the fact that everyone is afraid of him. He doesn't like it, but he sees it. He wishes he could be cheerful and likable like Italy and America, well, not so much the latter for America. He wishes, at the least, he could be stern but also have good friends who care about him like Germany. But he's been so alone for so many years; he's had to fight invading countries and empires by himself. His family told him to stand up and make sure they never tried to hurt him again. Eventually, Russia learned how to scare people away, and he had to keep scaring them until that became not only one of his traits and the thing people knew him for, but also his defense mechanism. But the way he sees it, that's a lot better than surrendering.
