Chicago is now a city with no factions. There is a government with officials elected by the people. There is not a singular person in charge of the government, but there are branches of government, each which controls certain parts of society. There is a branch that covers discipline and laws, a branch that covers budgets and money, and a branch that controls how the city runs.
It has been a couple years since the faction system was eliminated so there are still many people trying to adjust. After all it's hard for someone to change their whole way of life in such a short amount of time.
It is now about 2 years since Tris has died. Everyone is living in the city with different jobs. Tobias and Zeke, a small government job in the branch of discipline and laws. They monitors the activity of criminals locked away in prison. Christina, working at a school with children as a gym teacher's helper. Caleb, a scientist working on the cure for diseases. Peter, also a small government job working on discipline and laws.
