This is all based on a dream I had, where people have different abilities and powers, some used for evil. They're all trapped in a large terrarium. A closed space where Cases roam. Subjects are told to sign a waiver releasing CCTF of any liability, and allowing CCTF to perform surgical and scientific procedures on subjects at the will of CCTF.
Cases are the ones the facility made for Military defense and offense, also referred to as the "Daffodils". Daffodils are dangerous and should be avoided by subjects at all costs. They will be used in the Military to confuse, kill and unnerve enemy soldiers.
