Ah, Manasvipuri. A city that is rather small and quiet for something interesting to go on.
It has the usual concrete jungle, which people fondly call 'home,' vehicles blaring horns, and the asphalt roads.
At first, this city seems quite normal at first sight.
But the truth is only known to the ones who reside.
Legends say that when the king of some era had called for a powerful sage to deal with the problem of "Frequent Paranormal Occurrences," the sage helped by giving a blessing.
However, the blessing caused a rather unique situation for the residents.
You see, the sage had blessed that there would be a race or races of people who would hone special abilities from birth.
After that...
People started having kids who could use odd powers. The kids were characterized by faster learning skills and natural intelligence. But what set them apart from the others were...
Psychic abilities.
This blessing only happened to some people, and as the years passed, the number of these people grew, starting new bloodlines with exceptional prowess.
But even so, the numbers remain small.
Now, in the modern era, the government has categorized such powers as "extra sensory perception" or "ESP," and the people having them are known as ESPers.
During the old era, ESPers played huge roles in diplomacy, healing, and protection (both from enemy states and the paranormal), but now...
Let's just say, with new times came new changes.
ESPers don't seem to care much about their abilities anymore, as actually honing their abilities is energy-draining, and... Life nowadays is like a race. If you waste your time, you might lose a good opportunity and suffer a loss.
ESP individuals who actually hone their skills are in an even smaller number.
They have mixed within normal people so much that seeing ESPers isn't really a cool or new thing anymore. They live like normal people, running businesses, serving the community, and much more.
However, considering the potential of their powers, they are registered by the government, and the "Special Public Security" or "SPS" keeps an eye on them, with some ESPers even working under them.
A usual complaint from ESPers is how joining an organization, company, school, or anything really requires lots of paperwork and approvals. Heck, even moving from one place to another has the same amount of paperwork!
And the usual pain of the general residents?
Well... There has been quite a problem for ages.
You see, the sage did bless for a race of ESPers, but this didn't cover the age-old paranormal occurrences.
The people have to deal with ghosts every day; it's just that paranormal events occur more frequently than ESPers. Managing them is quite a task.
For example, people after death may end up manifesting as ghosts even if they were only mildly unsatisfied with something in their life. This is where the SPS steps in. The occurrence of the paranormal, being more frequent than ESPers, keeps the SPS busy with a new errand every day.
Like, it isn’t surprising to hear a story from your neighbor about how their mother-in-law's ghost has been annoying the still-alive daughter-in-law, nagging her in unique ways.
(This is actually the most received case by the SPS!)
The paranormal is so common that even normal people don’t seem to care about them—unless they are being really annoying or genuinely harmful.
But most of the time, the ghosts are really chill. Unless you happen to find those who were jerks when they were alive and carried that trait even after dying.
Overall, this city is quite normal in the residents' opinion!
Maybe it's just that the paranormal is more annoying than the persisting mosquito problem.
But in the end, it's what they deem as normal. This is their everyday life.
