Your characters must grow throughout the story. They must go through experiences in the plot which teach them lessons .

So they can't remain the same as they were at the beginning of the story.

The person they were at the beginning of the story must differ from the person they'll become at the end of the story

For example:
Skylar thinks she's useless at the beginning of the story because her parents abandoned her at some orphanage.

Throughout the story Skylar gets adopted by loving parents and she makes friends who value her and make her feel she's a person of worth.

Slowly she changes her perspective about the world and becomes a better person at the end of the story.

This is just an example of how you can let your characters grow throughout the story.

They can't still be the same person at the end.
Something about them must change.
