There was in fact, a family that found Joie and managed to save him on accident. These events will be explained in more detail in the next chapter. They took him in and healed him, eventually Joie came up with the alias 'Arnold', as a way to keep his identity hidden from Legion who was no doubt still out there. But with his mentality at an all time low Arnold started to become his own person, completely separating himself from the person he once was but still knowing why he even existed. (Hence him always seeing Joie as his reflection, this is Arnold having an internal argument with his very being.)

Arnold is also a representation of Joie's "masculinity" and "rage", hence why he was so broken and determined to get revenge for failing to save Joie (himself) after he was 'killed'. Joie is the part of him that was always forgiving and kind, no matter what he was put through, and is trying to get himself (Arnold) to stop is pursuit, but he's gone crazy and is powerless to stop this rage and can't be 'free' unless Arnold finally accepts what happened and that it wasn't his fault.

That he was never WEAK.
