Octonauts Agere One-Shots

Something I noticed

So... I know that I said that the next part will release this week, and it will! However, I was sick today, and couldn't work on it.
I'm better now, though, and I wanted to share something that I realized while watching Octonauts today.

The fish biscuits are, well, biscuits. Meaning they should be made with plant-based products, right?

Well, the fish biscuits are always given to hungry predators to stop them from eating other creatures. And that's what's strange to me.

They're predators. They eat other creatures. They're carnivores.

So, here's my question:
Does this imply that there's meat in the fish biscuits?
And, if so...

...where are they getting the meat from?
