and that world is the World of Riders,so Horizon Arrow Institute send a group called "Red Expedition" to explore the World of Kamen Riders,but the energy of Celestium attract the attention of the Kaijins
including Shocker, then Shocker funded the funds for Horizon Arrow to do more research. then Black Union is formed.
If this happend why No Kamen Rider stop them ?
The answer is :
1.because Zi-O stealing Heisei Riders history
Ken explain little by little When Zi-O get a Ridewatch he stealing Main Heisei Riders history,also had an impact on Secondary Riders and Orther Riders.
so the World Red Expedition explores the Riders world that has lost its Kamen Rider existence, but the Kaijins still exist because No Riders who fight them.beside that
- Decade too focus on Zi-O - Time Jacker only care about find a new king
2.Twin Wern portal system is different from Aurora Curtain and Engima
Like I say,Horizon Arrow Institute not like Decade or Diend.so they used a project Twin Wern to find a new world.so there's no sign of a dimension's destruction, so for Decade it doesn't matter.
Also project Twin Wern is not like Engima who merged 2 worlds and then both worlds were destroyed.

ok after Shocker allied with Horizon Arrow Institute, they formed an evil organization consisting of Showa era Kaijin and Heisei era Kaijin, except Another Rider.
I say once again : "Black Union is not Union Academy"this is not related to any Union Academy fanfic,Black Union is inspirated by a evil organization in a game called "Dino Robot"
