Akechi survived the engine room, but the way he did so kept him trapped in the Metaverse. He's lucky that someone's been looking for him, and has a vested interest in his survival. Despite his crimes, no one deserves to simply be forgotten as he has been, nor to die alone. Basically Naoto Shirogane and Kanji Tatsumi hunt down Goro Akechi so that he can actually have a fair run of things for once in his life.

But when time starts to act strangely, to the point of the velvet room calling to him, he realizes the idiots he doesn't like might prove more useful then anticipated.
