If you have a world with some form of civilization, chances are you have laws even if you haven't written them out. At least they're in your head, right? Now's your chance to write them out :)
How are the laws of the land recorded? And where are they kept?
e.g., stone slates, papyrus scrolls, digital information, etc.
What kinds of crimes are seen as illegal?
e.g., thievery, black mailing, fraud, murder, drugs, etc.
How are the laws decided? Who makes them?
If a large number of the population disagrees with the rules/laws, what are the penalties?
