I have no clue where this idea came from, but here we are! So for this headcanon, I think that (even though he is the only human the states respect) Ben can't just visit the Statehouse. No one who isn't directly teleported/accompanied by a state can enter, including other countries. So when the states want him to visit, they have to send someone to teleport him there. Also, this refers to character Ben, obviously.
Warnings:
"Hey, you know what I just realized?" It was another slow day at the statehouse, with most of the states just sitting around lazily on couches or the floor. Cali (who had just spoken) sat up off the floor. "It's been more than a year since we've had a visitor."
"We've had Hawaii," Texas replied, fanning himself with his hat.
"A non-state visitor," Cali amended. Texas looked at him curiously.
"Why does it matter?"
"Well, I was just thinking how far we've come in the last year. For instance, a year ago, if you had corrected me, I would have simply thrown this," Cali held up his pillow, "at your stupid head. But now, I'm just barely refraining myself."
"If we have someone over, does that mean we can have a party?" Florida looked up, excited.
"Sure, if you want to," Cali barely refrained from rolling his eyes at the excited look that Florida and Loui exchanged. "But who would we invite? CDC?"
"He doesn' really seem like da party type," Loui noted.
"How about Ben, then?" Cali spun around to face the speaker, who he was surprised to see was Gov. Florida looked shocked.
"Wait, you're on board with a house party? That's a first," Florida grinned. "Well, you're probably going to regret it." Gov nodded.
"I don't doubt that. But, in the meantime, somebody needs to get food, drinks, and... all the other stuff."
"Already on it," Florida and Loui chorused together, then teleported away.

"Alright, so everything's set up," Cali looked around. "Now someone just needs to go get our guest." Nobody volunteered. Cali sighed. "I guess I'm somebody. Be right back." He snapped his fingers and let himself be teleported away.

Cali appeared in Ben's living room on the couch. Not knowing if he was home, Cali, not being one to sit around idly, pulled out his phone.
"Who the hell- oh, hey California." Cali looked up to see Ben standing in the doorframe. "Haven't seen you in a while." Cali stood up, smiling.
"Hey. Yeah, that's actually kind of why I'm here. The other states and I wanted to invite you to the Statehouse for an evening?" Cali, awkward as ever, rambled on. "I mean, you don't have to or anything, but we have drinks and stuff-"
"Sure." Ben nodded. "Although, I've got to say, this is the last thing I expected to be doing today."
"Oh, ok, great!" Cali fumbled for words, having half expected him to decline. "Okay, I'm going to teleport us there." He grabbed him by the forearm before snapping again, this time taking them back to the Statehouse.

The states were overjoyed (read: Florida was happy about having someone new(ish) to annoy and Gov was happy that Florida wasn't annoying him) to have a guest at the statehouse. Upon Cali and Ben's arrival, a crowd gathered to welcome them ("them" meaning Ben).
(Again, I'll have to do a part two. I don't have the work ethic to finish this whole story (plus no idea where I want it to go), so I'm leaving it there for now.)
