I feel the same. I can tell that Ling Xiao has some underlying feelings for the Emperor, especially with the way he returns his affections, but he doesn't seem aware of these feelings. Every time he interacts with the Emperor he always seems to be intimidated by the Emperor's every move and scared for his life.
I hope that in the next half of the story they will genuinely get closer to the point that Ling Xiao can talk freely with the Emperor without carefully thinking about his every word.
At this point, the only romance I see is the Emperor being infatuated with Ling Xiao's vulnerable appearance, even though that is often a facade Ling Xiao puts up because he's scared of him, not his real and more witty personality.
