In my dream the was this guy who was considered a criminal. He was stereotyped ask he decided to just go with or since he had no way to change things, at least according to him. One day, somehow (he still doesn't know how), he ended up with abilities to control time to a degree (not very well though). He decided to be a hero now that things have changed but due to his past as a criminal he has to sneak around.
His either adopted sister or close friend has ice abilities and tries to capture him.
His parents got pulled into some group to try and capture him (retired government agents or something).
He ended up escaping (again, they never learn) and ran off to go help with something he heard about and ended up hanging onto a helicopter (apparently he can teleport or something too but only within sight) and ends up teleporting the copter by accident when he tried to just teleport himself to the scene.
Turns out the other guy is a hero/vigilante who probably has shadow powers or something and they decide to team up. (For some reason I feel like the 'guy' is actually a girl in disguise but I'm not sure).
I feel connected to this guy to be honest and I'm not sure why.

His face looked like that except blue not green and me of an annoyed grimace with the hair of the second image. He wore his hair the top way when in costume and it would stick out the top. His suit was green-and-slightly-blue with purple lines around his eyes, on his shoulders, at the base of his fingers and down his sides and neck. He also had a purple hourglass with blue 'sand' that looked like crystals on each shoulder.
