She is able to control, manoeuvre and manipulate her hair when it is in it's water form. The volume of water her hair is able to turn into depends on how much water her body has stored, so the more she has stored the more water she can produce through her hair.
Drawbacks: The longer she has her quirk activated, the larger the amount of water from her body's cells is used, meaning that she dehydrates a lot quicker than normal and is therefore required to drink water more frequently to stop her from showing symptoms of dehydration when using her quirk.
