as far as i know, we're the only ones who aren't just trying to survive, but win against the Kabane.

It's been ten years.
All public strongholds have fallen.
Each one in turn became a conquest for the Kabane to overrun. It was all so quick, and sudden.
Aragane, Yashiro and Hayatani stations, along with Unato and even the Shogun's stronghold Kongoukaku are the Kabane's colonised home now. It would take almost an impossible amount of manpower and planning to take them all back.

The only thing keeping humanity away from extinction are the metal rails. The Hayajiro. They've become the instrument that tethers everyone to life. A molded line of metal that reminds most of us to keep on the move. The reality of our situation.
One group who actively fought the Kabane were the Hunters, led by Biba Amatori. Seemingly noble, they were corrupt. Guided only by vengeance and an untameable feeling of anger, it was only a matter of time before they crumbled.

They alone seemingly ended the prospect of independent groups who's only goal was to defeat the Kabane. But that's not true at all. They publicised themselves too soon. They showed their intentions too soon.
They had their own major flaw. Although the Hayajiro were important, of course, there was no place for them to settle, regroup, and call headquarters. It's no surprise to me that they failed. It's actually quite funny really: a child leading a group of warriors was going to fall eventually.
