When I first got into the fandom and I read fanfic, Rouge was written out to be a slut/hoe in a lot of what I read. And I had a bad image of her but when I saw her in Sonic X (that I didn't finish because I got bored), she was a good person in my eyes. Then she instantly became one of my favorite females in the series.
But her and Shadow in a relationship in my eyes doesn't seem very likely. They seem like a brother/sister type rather than a romantic type. I get that Shadow doesn't open up to just anyone and has a bond with Rouge (and Omega), but Shadow and Rouge could very well be just best friends or even brother and sister.
