It has been two years since the bloodshed of war had ceased and the Soldiers of Keya had continued on in a state of order.
Though the units of the districts that had been involved in the war had settled; the same could not be said for a number of civilians who had through no fault of their own lost everything do to the conflict.
Driven by hatred; a lone group of unskilled guerrillas take it upon themselves to wipe out every unit Captain starting with NGT in Niigata.
The unit is unsuccessful and instead accidentally cause an uprising that kill a mass of innocent civilians. One being Shida's sister.
After they are subdued and brought to trial before the district leaders; Sugai reveals an offer for them to join Keya and become useful Soldiers instead of being locked away. It is not a favoured suggestion much to the dismay of the other units, but in the end Sugai is granted order and full responsibility over the nine individuals.
NGT in a rage return to Niigata where word reaches Shida of Keyakizaka's bleeding heart. It is a sentiment of betrayal and Shida along with NGT are starving for vengeance.
