An orphan.
The last thing you want to be is an orphan. Anyone 18 or younger has to be under the ownership of an adult, or you'll be killed.
They don't care if your parents die. They don't care if you were forcefully separated from your parents to keep the population in check. They don't care if you kill your parents.
Any and every child must be under some adults ownership.
That's why my brother, sister, and I are struggling to stay hidden. We were made orphans. Mother died from my sister's birth. Father joined the army and died in battle. We have no relatives to turn to, so the government came to terminate us. To cleanse to world from our impurity.
That stupid bull crap.
