This means that companies can control what you see and don't see on the internet, you needs to pay money in order to use certain websites that are right now free to use (i.e Twitter, YouTube, Google ect...)
Honestly you need to search this up right now on YouTube and Google rn. Twitter has a lot is good links to websites to resist the repeal of Net Neutrality!
