I will teach you how to do the glitch effect using the PicsArt app.
So, first open the image you want to edit and edit it on PicsArt app.
Click the ‘DRAW’ icon below.

After clicking the draw icon, click the ‘Layer’ icon which looked like a three piles of squares, as shown below.

Click your main layer, which was the transparent one and then drag it below your image layer.
