Chapter II - 'This Is Gallifrey'

As you may have guessed, both from the mentions of the High Council in the previous chapter, and from the title of this chapter, our story takes place on Gallifrey. You may remember that we last saw Gallifrey in a state of uncertainty. The Doctor banished Rassilon to the furthest corners of the universe, the end of which is where Gallifrey is still located, having been saved by the Doctors. A new leader was needed, and a mysterious organisation known as 'G.E.M.A.O.' attempted a revolutionary uprising in order to gain power. They were apprehended by Tea Sengarth, a merciless, yet honest military leader, whom ultimately won the hearts of the civilians of Gallifrey, becoming the new President around 300 years after the Doctor left in a stolen TARDIS.

This is what remains of Gallifrey, a beautiful, vast landscape in parts, and a war-torn wasteland in others. The dome of the citadel stands high above the mountains of the planet, and Lord Sengarth operates from deep within.
