Genocider was originally a made up character Toko wrote as a kid to help cope with the bullies.
Genocider was an unstoppable girl, that would murder anyone who made Toko sad.
In the end because Toko developed and loved Genocider so much, she became part of her but with a bit of a different way of thinking and acting
