Winter: In a way yes. Qrow all you need to know is that they were able to achieve more in Remnant than what the 4 Council couldn't do in a year.
Qrow: Yeah, I know. The city was a prime example of that.
Winter: We'll drop you off in the Docks Qrow, after that you can go to Ozpin and report what you found.
Qrow: And where are you going?
Winter: We're staying here in the docks, officials usually don't roam around here. If Ozpin wants to find us it's here. Colonel Radec will be arriving after his meeting in Mistral.
Qrow: What is he even doing in Mistral?
Winter: Business.
Mistral
Radec and Cobar are on their way to the Spiders hideout to have a little talk with them. They enter the bar as all the patrons and bodyguards eye them suspiciously. The two Colonels didnt bat an eye as both head towards Lil' Miss Malachite.

Malachite: So what can I do for you two? From the way you dress, you look like you ain't from around here.
Radec: Indeed we are.
As Radec takes a seat in front of her as Cobar stands by his left.
Malachite: So, what business do you have with us?
Radec: I wish to establish an Underground Network in Remnant, me and my men have made dealings with the other crime syndicates in Remnant.
Malachite: And how did that go?
Cobar: A few of the crime syndicates accepted our proposals, those that didnt well. Let's just say they don't exist anymore.
Malachite: Ah, so it was you that has been making a ruckus around here.
Radec: Indeed, we made quick work of them and "borrowed" all their resources. We could do the same to you.
The minute Radec said that all of her bodyguards aim their guns at them.
Cobar: Don't bother trying.
Radec: He is correct Miss Malachite, let me show you why I'm a threat. Can I please have your gun?
Radec asks one of the bodyguards, they looked at each other and then at Miss Malachite.
Radec: Don't worry I won't kill her.
Miss Malachite gestures one of her bodyguards to give the gun to Radec. The bodyguard complies and gives his gun to Radec, then out of nowhere shoots the gun at Cobar's head.
The shot made a ringing noise as the Dust bullet didnt go through Cobar's helmet it's just bounced off. Miss Malachite and her bodyguards were dumbfounded on what just happened.
Radec: As you can see Dust has no effect on me and my partner, but my weapons though.
As Radec nods and a bunch of cloaked men appear and some of the patrons turn into hooded men with guns. They all aim their guns at Miss Malachite and her bodyguards.

Radec: Now then if you think that my men won't execute you and your bodyguards, well....
As Cobar nods and has a Black Hand soldier bring a bodyguard that they restrained and shoots him in the head.
Radec: If you want to know, our weapons are Aura piercing one shot and you're already dead. Now shall we get down to business.
Miss Malachite looks at the bar and realizes she is outnumbered. There are 30-50 people aiming their guns at her. One wrong move and she's dead.
Malachite: Alright what do you want?
Radec: We wish to set up an underground network in Remnant as well as a private network for the CEO of Stahl Industries.
Malachite: Stahl Industries?
Radec: in due time they will make themselves known in Remnant. But my "employer" wishes to make his own network to do his own business dealings under the radar. We don't want anyone in Remnant to know of our work. As for the Underground Network, we need information, the Councils of the 4 Kingdoms have a lot of dirt on them and we wish to know it. I want to know every single thing that happens here in Remnant and you and your people will help me.
Malachite: We don't have that much resources and manpower to do that.
Radec: That's why the entire Black Hand Legion will be in charge of the entirety of the Underground Network, they will provide you with the manpower and resources you need. Your group knows a lot of the crime syndicates in this area. We need their allegiance, and you are the people we need to persuade them to join.
Malachite: I see....very well then. We will join you.
Radec: Excellent, now then. I am headed to Vale to speak with Junior, do you have anything to give me to show him that I'm one of your....allies.
Malachite: Here, show them this symbol. If they see that they'll let you in.
Radec: Good, Captain. Ensure that we provide Miss Malachite with the resources and manpower of the Black Hand. Start your operations once I'm done in Vale.
Black Hand Captain: Understood Colonel.
Radec: Pleasure doing business with you.
Radec and Cobar left the Spiders hideout as all the Black Hand soldiers reveal themselves and are now making quick work of the town, setting up operations.
Radec: With the Underground Network we would know everything that's happening in Remnant, as well as our cities. We need to keep Order here Cobar, I don't want anyone trying to take over Helghan.
Cobar: With Stahl having his own private network. We could start implementing our projects under the radar, I don't want those idiots from the higher ups delaying our plans.
Radec: Yes, I know. With this we can have full control of Remnant by the end of the Year. If the ISA comes, we'll be ready. Now we head to Vale.
