world changing events, such as the discovery of America by leif erikson, create rifts/parallel worlds that lay dormant, frozen in the moment they were formed. the alternate time only continues when new life enters the time stream. these rifts have been discovered and scientists in our time (in the future) have managed to build a time machine to transport items and people to the parallel world, however; there is no way to re-enter our time. Both volunteers and those considered expendable, wards of the state for example, are being sent over to a new time to build the beginnig of a society while scientists at home work on a way to go back and forth between times.
