If you're wondering, the vision on her right sleeve in an Inazuman Pyro vision. Even though she is part of the Fatui, she still has an original vision of Pyro. Her delusion is Cryo, enabling her to use two elements at once.
But considering that it's a delusion, there are drawbacks (like what happened to Teppei I think in the Inazuman story arc). Since delusions shorten the lifespan of the individual using it (correct me if I'm wrong), Y/N (Kagero in this case) doesn't use it often.
Also considering that Kagero is an elf, she is quite older than most of the Fatui, but her appearance is that of a young adult. And to clear things, she isn't blind. The blindfold is just to add coolness.
