Scrolls: Heaven (Left) holds Medicine and other stuff to give to Patients, Earth (Right) holds all the Stuff that he can use for/on Patients, like Needles, Scalpels and such, which Doctors use

Scrolls: This Scroll holds the Various Weapons Izuku has, as he only holds a Handful of Kunais, Shurikens and Explosive Tags with him, this Scroll holds more so he can carry it around with him, without having to carry all that Stuff, also holding the Big Weapons

Note: Izuku usually holds a 4th Scroll, which is only to Read something, so it has no real Purpose, except for reading when Bored
