Keep the minions fighting each other.
Black Vs white, football teams, countries, truthers, health, climate, politics, rich Vs poor, jealousy, resentment, etc, etc.
Using Hegelian dialect. Problem, reaction, solution.
They create a problem, they then sit back and watch the minions reaction, then bring in a 'solution' that THEY were always going to bring in.
But they can't do it without your consent, hence their trickery.
Just refuse to play their game.
