Before Voldemort disappeared, when Draco was a baby, his parents would bring him to Death Eater meetings with them. They would dress him in a slightly-too-large Death Eater robe that drooped over his face and hands, and all the Death Eaters, minus Voldemort, would croon over him and take turns bouncing him on their laps at the meetings.
