Minato just finished reading......
"According to the file, Menma was the rookie of the year, and Naruko was the kunoichi of the year, "Minato thought.
"This is a year a lot of students passed, Maybe we can make 5 members in a team, so we can get a higher chance of success, I have to talk to my advisers about this" thought the blond Hokage.
"Hokage-Sama, Lo-Lord fourth, Are you their" Josei said. "Yes I forgot you were there," Minato said. Josei sweatdropped. " Anyways what can I do for you," Josei said in a respectable manner. " Can you arrange a council meeting?" Minato said. "Yes sir" Josei replyed.
At the council meeting:
"Why have you summoned me Hokage-Sama," Hiyashi said. (Hiyashi is a fairly tall man with fair skin. who has white eyes with no pupil this is off causing this is the famous Byakugan? He does have some rinciles because of old age)

"Yes, I will get straight to the point, this year lots of students passed from the Ninja academy so putting five students in one team instead of the normal three, So I need to discuss with you council" Minato announced.
"I think that's a good idea, and it will increase the chance of success" Shikaku voiced his opinion in a board voice.

"Yes thank you, Nara, I want to get this meeting over quickly, so lets us take a vote," Minato said. "I think that's a good idea," Inoichi said.

That's when Josei came through the door. "Right in time," Minato thought. "Josei count the votes" Minato ordered. "Yes Hokage-Sama," Josei Said as he counted the votes.
Time Skip:
"Which one got the most votes," A random council member said. "Josei If you will," Minato said. "according to your votes it seems this there going to be five members in a team" Josei announced trying to sound professional as possible.
"Is there any other things?" Shikaku said in the same boring voice." Yes, the team assignments and the sensei's" Minato said ....................................................................................................
