Well since Jaune is the 'lady killer', he's flirted and therefore been paired with a lot of girls. Weis was the first girl he was hitting on and had been risking his legs for like the time when she was falling from a Grimm and he jumped from a branch to save her. Okie, there was slow-motion there but it wasn't a romantic moment. What's the word...awkward?
He continued to be a nuisance to the Ice Queen and had been rejected many many times. He mentions his love for her to Ren and I was thinking it might actually happen. He might melt the Ice Queen's heart. The again, Neptune walked in and Pyrah's sulking finally reached Jaune.
In the end, it was still friendship I guess when Weis is smiles after knowing it was Jaune who fixed them may mean she should have loved Jaune instead.
