Based on this prompt:

Everyone is allowed to kill one person in their life. However, you have to fill out a form explaining why this person deserves to be killed and the committee can deny/approve your request as per the rules. And today, you are presenting your form. Who and why?

"Are you sure about this?" The Judge asked the young lady in front of him. It was still past midnight but The Judge has already in his chamber because today was the Oracle Day.

"I believe that you can see that I am very serious, Your Honour. I have also put my methods and the reasons for the form, more than what was required."

"I can see that, Miss Shaw, when you come this early in the morning, it's hardly to say you are just playing a prank."

She smirked to that and crossed her hands in front. "Then I do not see any problem for you to approve my appeal, Your Honor."

The Judge sighed before he pulled his drawer and took out a stamp. With less effort, he stamped the paper in front of him which then read 'Approved'. "I hope you know what you are doing, Miss Shaw," said The Judge one last time before he returned the paper to the lady.

She received the paper and smiled, earnestly this time. Without saying anything she bowed slightly then walked away from the room to allow the next person to come. After all, as it was said that today was the Oracle Day.

Everyone has their one yearning to kill someone, no matter for the passion one could not suppress or merely for a revenge. Due to the increasing homicides and the fact the death row is nothing but just for appearance, it was then arranged that once every year, everyone is allowed to kill one person. All they have to do is just fill the form to The Judge for him to approve.

What would happen if both want to kill each other? That happened often, not a shocking information. A husband sometimes wants to kill the wife and vice versa. There was also a time that the husband killed the wife, the wife killed the mistress and the mistress the husbands. What a circle of hell, don't you think?

Anyway, when there was something like that, previously The Judge will look at the form and to see which one would be approved. But then, it took quite sometime especially once you submit the form, you only have 7 days to finish your action otherwise, The Judge will take matter on-hand. It will depend what The Judge will choose to do, either to put the one who submitted the form to death row or to kill the person on the form, or could be other thing depending what The Judge wants to do at that time.

Therefore, from then on, The Judge decided to use the First Come First Serve rule, which could explain why Miss Shaw was in The Judge chamber when the clock just strike 00.01. After all, no one would lose this chance to kill someone they want to kill.

Once you kill someone for this year, you have to wait for another 8 years to be able to submit another form because otherwise, what would be the fun of it?

Knocks on the door. Bell was pressed. And then the door was finally opened, revealing a woman with long wavy blonde hair facing her guest, who turned out to be Miss Shaw from earlier. The blonde woman put one hand on the hip, the other on the hand, "So I take The Judge agreed to it?"
