Rules are good to make sure you keep your little safe and healthy. Make sure to discuss the rules you have in mind and ask for ones your little thought of. Never push a rule on them if they aren't comfortable with it and make sure you discuss such things when they're big.

Rule Ideas

-Tell you when they feel small/slip/are regressed
-Tell you when they last ate, drank water and slept (Dont push)
-Tell you when they're uncomfortable (This is a pretty good rule for shy littles, though some wont need it as a rule)
-No swearing
-No sugary foods without asking/past a certain time
-Keep up hygiene (Shouldn't be punished for being unable to)
-Keep room clean (Shouldn't be punished for being unable to)
-Bedtime

Punishment Ideas

Writing about punishments makes me pretty uncomfortable for personal reasons, so this will just be a small list.

-Writing lines
-Time out
-No sweets
-Missing out on a reward for longer
-Unable to play a certain game or something
For small things, reminding your little of the rules is recommended.
Note: If your little is crying, uncomfortable, anxious, quiet, etc then stop. Their comfort is more important.
Second Note: Never take away comfort items as a punishment!
Third Note: Do NOT punish for mental health related issues!

-Sweets
-Stickers
-Games
-Gifts
-Really just more of anything your little really likes
