Deku did. I have 2 scenarios to this:
1. He either couldn't hold his feelings back anymore and let em all out.
2. He thought she was dead after getting hurt in battle, she wakes up, and he confesses because he realizes that he doesn't want anything to go unsaid.

Shoto. He saw she was crying over something, Yaoyorozu kept putting herself down, and he eventuslly couldn't take it anymore, told her how much she meant to him, and kissed her.

Ms.Joke obviously. Emi confessing to Eraser is just a normal Saturday night for her.

Jiro. I imagine it going something like this. She gets angry at him and accidentally confesses. Once she realizes what she said, she panics and starts to say it was a joke.

Mina. I can imagine Mina being down about something (cheating boyfriend, her feeling like she's not a good person, etc), Kiri cheering her up, doing the same thing that Todoroki did, and her not being able to hold back her feelings anymore, and just flat out kissing him.

Camie. I can imagine it being a semi simialr situation to EraserJoke, where she continuously asks him out, and he finally obliges.

Iida. He practically shouted
"WOULD YOU LIKE TO GO ON A DATE WITH ME?"
and did his robot arms while he was at it.
