Step 1: Firstly, I created a 1000×1000 blank canvas, then I imported the picture.

Step 2: To enhance the image, I tapped on the FX filter then did the following corrections:
ℹ Brightness - 7% ℹ Contrast - 3% ℹ Hue - 2%

Tip: It's always good to adjust an image before doing major changes. It'll give it a better look ;-)
Step 3: Next, I added a layer and changed the blending option to softlight. After that, I chose a blue color and used the airbrush (trapezoid 40%) in 122 px...
