Back again with a new part of this tutorial. Start from this part, I will show you how to make a wallpaper, either it's for desktop or your phone home screen. So, let's start it.

Step 1 Make a new canvas. Because it's for a phone home screen wallpaper, you need to make it as your phone screen size. It's about 1080 x 1920 pixels.

Open the picture that you want to use, click Quick Selection Tool, and select it like the picture above. Don't forget to set the Refine Edge... After that, move it to the canvas. Next, change the Foreground colour to the colour you like, type Alt + Del to change the white background to the colour that you want.
Step 3 Type Ctrl + J to make a layer copy of Layer 1 like this

Make sure that it's under the original layer. Next click on it twice, then checklist ColourOverlay.

Don't forget to change the colour to white or whatever do you want. After that, type Ctrl + T and resize it manually.
