At first Octavia Blake was this young, pretty teenage girl that grew up extremely sheltered and never really had a chance to live a normal life on the Ark..as was is always the girl who hid for 15 years.
She accepted the Lincoln quicker than others because for most of her life, her existence wasn't every accepted outside of her family. It seems that caused her to turn to the grounders to try and find something she could be a part of that wouldn't let her be looked down on, she could be a normal warrior and go through all the normal steps to get there like everyone else who had.
Now she has earned significance as Skairipa and leader of Wonkru, not because she was born into a situation that made her notable, but because she went through the training and worked her way up to this point as any other grounder could have.
Some may say she has grown stronger but I think it's the same Strength we see today as a leader, that kept her from losing it when hiding under the floor. Just now she has used that Strength to carry herself through a journey to becoming an awesome warrior and leader rather than just being like one of the others.
