C stands for Clearance Limit. This is also known as your destination airport. Say I was at Portland International (KPDX) and I was flying to Seattle-Tacoma International (KSEA). The beginning of the IFR Clearance would be:
"Horizon 69 is cleared to Seattle Airport-"
