Step One;
Open up your image (on picsart) and hit the effects. There, press blur and pick the motion blur option.

Step Two;
Press the eraser on the top and erase the effect from where you don't want it until you are satisfied with how it looks.

Press apply & continue editing/save it. This is my outcome;
