There was a group of galaxies in a great chaotic war with one another.
These galaxies each had leaders. And they each blamed each other for the chaos. Then it was found out that a galactic warlord named Lord Gendon was orchestrating these wars and was feeding off the chaos. So the leaders decided, that they would band together to form "The Council." And as a council, they decided to lock Gendon away for good inside an object of gold appropriate to whichever current era. Vowed never to be opened again.
That was 20 Million years ago.
