As Frisk and Toriel made their way down Mt. Ebbot, Frisk noticed that Toriel seemed happier than usual. Was it the surface that made her so happy? Frisk tugged on Toriel's sleeve. "Oh. Yes, my child?" She asked sweetly. Frisk asked why she seemed so delighted. "That's easy! My child, we have arrived at the surface, our life-long dream! Of course I'm happy! Aren't you?" Frisk nodded. They asked where Sans and Papyrus were. "Oh? They are....uhm....doing their thing. Papyrus said that he was going to say 'hello' to the humans, while Sans was going to watch him, to make sure that he didn't get into any trouble. Don't you remember?" Frisk nodded, and remained silent until they reached the foot of the mountain. Frisk suddenly turned around and blew a raspberry at the giant, looming mountain. Toriel laughed and said, "Haha! Oh, Frisk, I feel that way too. I never really liked the Underground either." The pair started to make their way towards Town Hall, with Frisk leading the way.
"My child, are you sure they won't mind us?" Toriel asked nervously. Frisk nodded. The monster and tiny human entered the Town Hall. They stepped up to the lady behind the front desk, who was browsing her phone. She didn't seem to notice the small child and the giant monster lady. Frisk tapped the desk to get her attention.
Without looking up from her phone, the lady said, "Hi, welcome to Town Hall. My name is Marjorie, what can I do for you?" She looked out from behind her phone. Her eyes widened as she saw the small child and monster.
She quickly grabbed her walkie-talkie, and said, "We need backup to the front desk, pronto." Toriel frowned. "Is that bad?" She whispered. Frisk shrugged. They had never been to Town Hall before. Soon, two burly looking men appeared from out of an elevator. They didn't seem thrilled to be interrupted. However, as they saw Toriel, they stopped dead in their tracks. They whispered something in another language to one another, and one took out their phone and dialed someone. Frisk hoped it wasn't the police.
"Excuse me, ma'am. But who are you? This isn't Halloween, you know." Toriel looked confused. "H-Halloween? What's that?" Frisk quickly whispered to her that it was a day where you dressed up in a costume and went around to gather candy. Toriel told the woman, "I know. I am Toriel, caretaker- I mean, this young child's guardian." The woman raised an eyebrow. "Something tells me that this child shouldn't be with you." She muttered. Toriel took out her phone and told Frisk to text Papyrus that there was a human that he needed to "say hi" to. As soon as Frisk sent it, Papyrus replied right back with "OF COURSE! THE GREAT PAPYRUS MUST MEET EVERY SINGLE HUMAN!" Frisk tried to hold back a laugh. Only 5 minutes later, Papyrus appeared, ran towards Toriel and Marjorie, and proceeded to exclaim, "HELLO! I AM THE GREAT PAPYRUS! PLEASURE TO MEET YOU!" Marjorie didn't seem thrilled to see a walking, talking skeleton in her face, but shrugged it off as if monsters come to the Underground everyday. "Pleasure." She muttered. "YAY! YOU ARE THE ONLY PERSON WHO HASN'T SCREAMED OR CALLED THE POLICE YET!" Frisk ran towards Papyrus and told him that people called the police if something was wrong, and that they might get in trouble. Sure enough, right on cue, sirens started wailing. They became louder and louder as they approached. A second later, they pulled into Town Hall. When they saw Papyrus and Toriel, one said, "Hands- er, paws- up."
