Open a picture you want it PicsArt and add the Vogue logo, and press darken (you can find that option underneath the opacity bar).
This is optional but I think it gives it a nice touch; tap the eraser and erase part of the logo that covers your face claim.

Then save it and open the photo in Phonto. You can make it so it's like a magazine!
